PHILIP W. JOHNSTON
President & CEO
Philip W. Johnston is the President and Chief Executive Officer of the public affairs consulting firm, Johnston Associates. Prior to founding the firm in 1996, Phil had completed more than three decades of public sector service. Elected to the state legislature five times, and having served as a Cabinet member under Governor Michael Dukakis and Regional Administrator under President Bill Clinton, Phil brings with him a deep understanding of both the state and federal government and is considered an expert on health and human service policy matters.
In 1992, Phil Johnston was appointed by President William Jefferson Clinton to serve as the New England Administrator for the U.S. Department of Health and Human Services. Prior to joining the Clinton administration, Phil had served as Secretary of Human Services for the Commonwealth of Massachusetts under Governor Michael Dukakis. He served as Secretary from 1984 to 1991. Phil was appointed by Governor Dukakis soon after he was elected to his fifth term as State Representative from the Fourth Plymouth District. Phil Johnston was also the Executive Director of the Robert F. Kennedy Memorial in Washington, D.C., an institution dedicated to improving social justice and human rights throughout the world.
Phil is the current Chair of the Board of the Blue Cross Blue Shield of Massachusetts Foundation, the Massachusetts Health Policy Forum, and the Robert F. Kennedy Center for Human Rights. He also sits on the Boards of the University of Massachusetts, the Kenneth B. Schwartz Center, the Massachusetts Medicaid Policy Institute, Franklin & Eleanor Roosevelt Institute, and Stop Handgun Violence.
In addition to holding several honorary degrees, Phil received a Bachelor of Arts Degree from the University of Massachusetts at Amherst and a Master of Arts Degree from the John F. Kennedy School of Government at Harvard University.
ROSEMARY BALDACCI
Senior Consultant: Marketing and Public Affairs Campaigns
Rosemary Baldacci is a marketing, new media and public affairs consultant to Johnston Associates and a Founding Partner of the Portland, Maine based consulting firm, the Pilot Group. Rosemary's clients have included the Barack Obama for President campaign, Governor Deval Patrick, the Niki Tsongas for Congress campaign, and the Massachusetts Democratic Party. She has also managed the Congressional campaigns of her brother, John Baldacci (D-ME), and of Susan W. Longley.
In addition to her noteworthy political and campaign work, Rosemary has an extensive experience in the areas of business management and community organizing. She created, owned and operated three small Maine businesses; established the first Maine Shared Kitchen Coalition and opened the Saco Shared Use Kitchen and Bakery; co-founded Maine's Race for the Cure; and served as a Founding board member of the Mabel Wadsworth Women's Health Clinic in Bangor. Rosemary has a Bachelor's of Arts degree from Georgetown University.
JOHN BOVE
Senior Consultant: Behavioral Health and Healthcare Management
John Bove is a Senior Consultant with over 30 years of management experience, specializing behavioral health policy and healthcare management for mental health and behavioral health organizations. John has served as the President of the Massachusetts chapter of the National Alliance for the Mentally Ill (NAMI), and for 20 years, he served as the Chair of the Board of Trustees at Taunton State Hospital. He is the Vice-Chair of the State Mental Health Advisory Council for the Department of Mental Health (DMH) and has served as the President of the Friends of the Plymouth Clubhouse for the Mentally Ill.
Prior to consulting with Johnston Associates, John was the acting Dean of the Graduate School of Management at Cambridge College and a member of the university's executive leadership team. John is a member of the American College of Health Care Executives. He holds Master's Degrees of Management in both Health Care Management and Non-Profit & Public Organization Management. John lives with his wife Jean in Plymouth.
PAUL DRYFOOS
Senior Grant Writer
Paul Dryfoos is a senior consultant with more than 20 years of leadership experience working with organizations committed to public service and addressing human needs and potentials. As Massachusetts Deputy State Budget Director in the administrations of Governors Michael Dukakis and William Weld, he was responsible for development and management of almost one-third of the state's then $13.5 billion budget, including Medicaid, employee/retiree health insurance, economic development, employment security, mental retardation, and corrections.
Building on this experience, Paul established Dryfoos Consulting, a management consulting and social policy research practice helping organizations to understand and influence the changing environment for health, social services and human development, and working with them to develop constructive, forward-looking strategies. He takes a value-added approach to management consulting, working with clients to identify the strategic supports most critical to furthering the client organization's mission. Capabilities include early-stage strategic planning, program-related socio-economic research, program development and articulation, fundraising and development, and strategic communications.
Paul holds an M.B.A. in public management from the Boston University School of Management, where he served as Director of the Public Policy and Management Program for Case and Course Development. Previously, he had been Director of Research and Technical Assistance for the Energy Education Center at the University of Massachusetts at Amherst.
CAROLINE HAIGH
Senior Account Manager: Grant and Proposal Writing
Caroline ("Carrie") Haigh is an Account Manager at Johnston Associates, specializing in researching and writing responses to both public and private grants and proposals. Carrie has extensive experience working with organizations in the not-for-profit sector and has developed an excellent track record of identifying opportunities for financial and operational support for her clients. Carrie is also well adept at public policy research and works with clients to track legislation and interpret both state and federal regulatory changes. Carrie's clients include the Boston Foundation for Sight, Whittier Street Health Center and Harvard Street Neighborhood Health Center.
Carrie has been trained by several grant and proposal writing organizations including Grant Writing USA. Prior to joining Johnston Associates, Carrie was a policy and opposition research analyst at the Massachusetts Democratic Party. She is a former resident of both Geneva and Paris and is fluent in French. Carrie has a Bachelor of Arts degree from Smith College
CARA HEREDIA
Vice President for Administration and Finance
Cara Heredia joined the staff of Johnston Associates in April 2004 and currently serves as the Vice President for Administration and Finance. She has a distinguished corporate career which includes holding senior positions at Brewer & Lord PC, Tucker Anthony Inc., and H.C. Wainwright Economics. At Johnston Associates, Cara manages all the day-to-day operations and finances for the company.
Cara works directly with the President in all facets of financial operations, including cash-flow, revenue analysis, review of client and vendor contracts, financial ratios, internal financial statements, and the status of the firms overall position. Cara works closely with management in the analysis of projects and strategic decision making to assist with the firms short and long-term objectives. She is actively involved in the development and implementation of company policies and procedures and also oversees daily office operations, including staffing, travel, systems management and information technology.
Cara is a Magna Cum Laude graduate of Suffolk University where she received both her Bachelor of Science in Business Administration and her Masters in Business Administration with a concentration in Finance. She is a member of the Beta Gamma Sigma and Delta Alpha Pi honor societies and was the recipient of the prestigious John Griffin Fellowship.
JANE LANE
Senior Vice President: Communications and Public Relations
Jane Lane is a Senior Vice President at Johnston Associates and the Director of the firms public relations practice. Jane is a veteran communications specialist, having served as a journalist, an Editor, a Press Secretary for numerous political campaigns and the Communications Director for the Massachusetts Democratic Party.
Jane's career in the press has included positions as Reporter, Executive Editor, and General Manager for various newspapers throughout New England. Jane has also served as Press Secretary for the Congressional campaigns of Phil Johnston and Congressmen John Tierney and William Keating, as well as the Gubernatorial campaign of former Congressman Brian Donnelly. In 2000, Jane was named Communications Director of the Massachusetts Democratic Party. In that capacity, she was responsible for implementing and overseeing media strategies for Democratic candidates from the state Legislature and the U.S. House and Senate.
In 2005, Jane joined Johnston Associates as Director of Public Relations and quickly grew her client list to include major real estate developers, fortune 500 companies, local and national health care organizations, and community health centers from across the United States. In addition to these clients, Jane also represented Massachusetts House Speaker Salvatore DiMasi and has served as a consultant to Governor Deval Patrick and the Massachusetts Democratic Party. Jane is a frequent spokesperson on Boston radio and television and interacts on a daily basis with statewide media outlets.
REBECCA POLLARD
Associate Vice President: Government Relations and Communications
Rebecca Pollard is a public affairs specialist with more than 10 years of experience in a number of leadership roles. She has served as a Press Secretary in the United States Senate, Communications Director for several political campaigns, and has experience as a journalist and public affairs manager in the health care industry.
Rebecca served as Press Secretary for United States Senator Byron L. Dorgan (D-ND) from 2003 to 2006, focusing on the Senator's key issues including energy, commerce, agriculture, transportation and appropriations. In addition to her senior role in the Senator's Congressional office, Rebecca served as Press Secretary for Senator Dorgan's re-election campaign in 2004. Her political experience also includes staffing the U.S. House campaign of Matt Matsunaga in Hawaii, and most recently serving as Communications Director for the Maine Democratic Party's 2008 Coordinated Campaign.
Rebecca's career also includes work in health care, serving as the Manager of Public Affairs and chief spokesperson for The Queen's Medical Center in Honolulu, the state's largest hospital and trauma center. She has also worked as a journalist in Washington, D.C., covering the lobbying industry for Legal Times and Influence and writing for the environmental publication, Greenwire. Rebecca has a Bachelor's Degree in American Studies from Colby College and a Master's Degree in Education from the Harvard University, where she focused on education policy and access to higher education. Rebecca is a native of Maine and currently splits her time between Boston and Washington, D.C..
LOUISE POVALL
Senior Consultant: Healthcare Financing and Operations
Louise Povall is currently a health care and government consultant focusing on strategic planning, operations, and the design of innovative financial solutions for the health care organizations. A registered lobbyist, Louise is a strategic advisor to companies that conduct business with or are regulated by federal and state governments.
Prior to joining Johnston Associates in 2001, Louise held many executive level positions within Massachusetts state government including the COO/CFO for the state Medicaid agency (MassHealth), and the COO/CFO for the Health and Human Services secretariat (EOHHS), the umbrella agency with policy and financial oversight over all health, social services and disability agencies. Throughout her public sector career, Louise has played a leadership role in identifying innovative ways to preserve and leverage scarce state dollars appropriated to HHS agencies with a focus on efficiency, cost effectiveness, revenue maximization and savings initiatives. She has provided leadership in identifying and collecting missed revenues due to the Commonwealth, primarily from the federal government, and has initiated and implemented hundreds of revenue and cost-avoidance initiatives which produced millions to state agencies, helping to offset the need for cuts.
Louise's consulting work often leverages her knowledge and understanding of Medicaid, Medicare, health care reform, state financing and operations, as well as the Massachusetts health care community, to help organizations be successful in improving and growing their businesses. She provides subject matter expertise, strategic planning, problem solving, health care policy research and interpretation, and proposal writing.
Louise has been an invited speaker at national conferences on government health and human service financing issues, revenue maximization, and the value of data integration in savings states money, including a Microsoft Conference for State CIO's, a National Association of State Finance Directors Conference, and national conferences held by the United States Interagency Council on Homelessness. She holds a Master's degree in Human Services Management from the Heller School at Brandeis University.
MERRILL WARSCHOFF PRESS
Senior Vice President: Federal Government Relations
Merrill Warschoff Press is a Senior Vice President of Johnston Associates and Director of the firm's Washington, D.C. office. Merrill, who joined Johnston Associates in 1997, has extensive experience in federal government relations and public policy advocacy. She works with Congressional leaders and Federal Agencies to negotiate and resolve issues on behalf of her clients. These clients include healthcare providers, patient groups, municipalities, medical equipment manufacturers, real estate developers, information technology firms, and state and national associations.
Merrill works closely with community health centers around the country and with the National Association of Community Health Centers, identifying funding opportunities, managing resolution of payment disputes or regulatory matters, and advocating for legislation and major policy changes. Merrill also has significant experience and has achieved notable success in the increasingly competitive federal appropriations process, representing such clients as Holyoke Medical Center, the Massachusetts League of Community Health Centers, the National Federation of the Blind and South Shore Tri-Town Development Corporation.
Prior to joining Johnston Associates, Merrill was a successful fundraiser and event planner at the Robert F. Kennedy Memorial in Washington, D.C. A Florida native, Merrill has a Bachelor's Degree in Political Science from the University of Wisconsin and a Masters Degree in Government from Johns Hopkins University. Merrill and her husband, Andrew Press, live in Alexandria, Virginia.
WILLIAM E. RYAN
Director: Real Estate Development & Corporate Communications
William (Bill) Ryan is a veteran public affairs consultant for Johnston Associates. Bill represents clients in the real estate development, insurance and healthcare industries. In addition to his role at Johnston Associates, Bill serves as the Senior Director for Government Affairs and Community Outreach for LNR Partners. At LNR, Bill manages all community relations efforts for LNRs redevelopment of the South Weymouth Naval Air Station, as well as developer's other major redevelopment projects in the Northeast.
Prior to joining Johnston Associates, Bill was the Director of Government Relations and Public Affairs for Trust Insurance. He joined Trust Insurance after having served as Chief of Staff to the Massachusetts State Senate Committee on Insurance. Bill is the former Chairman of the Town of Weymouth Board of Selectmen.
Bill recently completed work as the senior political advisor on the Congressional campaign of William Keating (D-MA) and later served as the director of the Congressman's transition team.
Bill a Member of the National Association on Installation Developers and the Association of Defense Communities. He holds a Bachelor of Arts Degree from Xavier University.
SHAWNEE SHAHROODY SPITLER, J.D.
Lead Grantwriter
Shawnee Shahroody Spitler is Lead Grant Writer at Johnston Associates with more than 11 years of experience supporting and representing non-profit organizations and public agencies in the areas of education, the environment and health care. In 2006, she began her private sector career supporting organizations through strategic planning and development and has spent the past five years as a consultant and grant writer. At Johnston Associates, Shaenee has written grants on behalf of major non-profit organizations and state government agencies.
Shawnee has an excellent track record helping her clients succeed by securing needed funding and helping them manage their grant portfolios. She assists clients through the entire grant management process from drafting strategic development plans; researching potential donors; coordinating grant development teams involving program and development staff; corresponding with donors; and drafting grant inquiries, proposals and reports. She successfully secured funding from state and federal agencies, private foundations, and corporations. Shawnee provides her clients with excellent research, writing, editing, communication and analytical skills.
Prior to her consulting career, Shawnee worked as an environmental attorney, first for the California Department of Justice, then at a public interest law firm representing citizen groups and non-profit organizations. Shawnee has held numerous volunteer leadership positions, and has served on the board of several non-profit organizations. Shawnee earned a J.D. from University of California, Davis and a B.S. in Environmental Biology and Management from University of California, Davis.

PAID SUMMER INTERNSHIP
POSITION SUMMARY
This internship will assist client managers with communications, public relations and media relations services. The intern will assist in various projects and events for any and/or all of client initiatives, but specifically, the intern will be responsible for assisting in developing and starting a new not-for-profit organization funded by a major client. The intern will have the opportunity to help design their work plan based on the outcomes they hope to achieve from this position.
Intern will be expected to work 40 hours per week (9 am -5 pm, Monday through Friday). Intern will be paid a stipend of $5,000 for the Summer or $500 per week.
